0x007FFF is the hex color representation of Azure, a shade of blue.

Azure is commonly refers to a bright blue, resembling the sky on a bright, clear day. So the blue of the sky, and clouds are in the sky, hence Azure being the name for Microsoft's cloud computing platform.

I've never heard "Azure" pronounced that way, at least in the states.

And neither Merriam-Webster nor Encarta have documented that pronunciation. You can find a wav file with official pronunciation here: http://encarta.msn.com/dictionary_1861588117/azure.html
