These are actually fully functional applications (as opposed to proof of concept demos) that anyone at the iBar can sit down and use - prettty cool huh!?
I'm not sure which of the apps in the video were developed using which technology but the Surface SDK support both WPF and XNA.
So to answer your question some of the apps were probably built using WPF and others XNA,...
