Is the problem with education schools of education?

The joke, really not very funny and generally not true either, is that "Those who can't do - teach. Those who can't teach - teach teachers." But a new report (news article here) claims that American school of education are a mess. Over 60% of teachers claim that their education in education did not really prepare them for teaching. I have heard the same from more than a few teachers I know. State standards are not generally very helpful as they are more interested in process than actually finding out who teaches well or is really well prepared.
Few education programs spend any time teaching about using technology in education for example. There is also little in the way of required courses around gifted students or dealing with diversity in most programs. Unlike say engineering where there are standards like ABET there is no national agreement on what should be in an education program. Admission standards are widely seen as low - just take their tuition and let them in?

What is the answer? It seems to me that preparing the teachers better would be an important part of improving schools.
