New WMCmd.vbs and WMV PowerToy

Alex Zambelli comes through again! He's released important new updates to his tools to access the advanced codec settings.
Both add functional support for the Macroblock Adaptive chroma search modes, which weren't previously working due to a documentation bug. So for those of you who said you didn't see a big difference between having the modes on and off, that's why

They also expose many more modes for Differential Quantization and Perceptual Optimization. I'm still exploring the implications for all of those. My current guidelines for starting settings are:
DQuant: I and P frames
DQuant Method: Auto
Perceptual Option: Adaptive Dead Zone 1
WMV9 PowerToy 1.2
