have jitter in the moving white lines in IE?<br>

The frame rate drop % shows 0% and I've tried various refresh rates and 2 lcd and a CRT on both C2D and a quad Intel with IE7,8&nbsp;on Vista 64.<br>
<br>
In some other browsers there are jitters on some runs, but in IE it's not smooth ever.<br>
