Very interesting discussion. Recently the Auditor General of Canada released a report identifying the problem with aging IT systems and the threat to government services these systems pose. A contributor to the challenge in remedying this problem is the high complexity of these systems and how they evolved to be so complex in the first place. I look forward to reading your white paper.
