Use it by replacing Keskos with the user's name and put it in your address bar everytime you visit a thread. Or you could put it in a new link in the Links bar in IE and click it on every thread, to do so just drag this into your Links bar.

EDIT2: Drag the link from above into your links bar and replace http://channel9.msdn.com/ with javascript: and don't forget to replace the keskos bit with the offender's username.
