Thats a whole CMS.
I'm not sure if there is an equivalent of phpBB in ASP.NET. Sometimes all you want is simple, and often the ones you get just seems a bit 'bloated' and do far more than you want.

Too bloated for when you just want individual sections.
A lot of people just want a simple blogging engine or forum, not a forum-slash-blog-slash-photo gallery.
There's a word for those kinds of softwares: "Jack of all trades, master of none".
