The moonshot (as you call it), while very possible, can't be done without MS having a reliable network to the consumer, to back-it-up, why do you think Google is providing free internet... altruistic... heck no, it is buiding the roads to provide their SAASs to their wireless network susbcribers... why isn't MS looking into buying the network pipes to push theirs SAASs... is beyond my understadning especially during the year 2000 when most TeleCom's shares were available for $1... (Qwest, with one of the biggest fiberoptic networks in the nation is still @ $8 a share... ) 
Before getting to the moon and setting a colony of applications, you need to make sure that the consumers can get there easily, so they can purchase Microsoft's Software As A Service.
