Well...in general terms, there can be change without reason yes...but in this case, think about it. With an OS that millions of people world wide will use, changes are made with a lot of thought behind it.
That second reason though is just out of the question though as Vista has hardware requirements that are a bit more needy then hardware that isn't in production anymore can give.
