Whats up with this? Every time I try to send a new email using Outlook Web Access from IE7 it blows up and restarts IE7. I type out a long email click Send and poof! its gone! Don't you guys test this stuff with your products? Do I need a patch or update to make it work?

OWA on IE7 for Windows XP works just fine. OWA on IE7 for Windows Vista requires that you deploy a patch to your Exchange servers to replace a depreciated control, no reboot of the server is required as it just updates the OWA webapp and not Exchange itself.
Pre-patch though I've never seen OWA crash IE7, without the patch you just cant type in the body of an email. -

OWA seems to crash IE7 on Windows XP if the S/MIME control is installed. -
IE7 also crashes on Windows Server 2003 R2. Applying the Vista patch to the Exchange Server, while fixing the problem on our Vista workstations, didn't solve the Server 2003 R2 problem. I found this solution by Rich Crusco on www.frameworkx.com. You can apply this temp fix as long as you don't do any signing or encrypting. It removes the S/MIME dll's. Reboot after doing this and IE7 doesn't crash any more.

just install the patch for Exchange 2003 SP2 and reload the updated S/MIME control. While it doesn't require a reboot the store is stopped so your users will experience an outage.

It's important to note that instaling the patch on the server alone does not solve this problem, the client must also be updated.. If you use SMS or some other software push mechanism you can push and execute setupmcl.exe from the update and clients will be fixed. The new control also works with IE6 so no need to detect which browser is in use. -
I have Exchange 2003 with sp, run vista on my laptop, and have no issue with OWA or outlook.

Here's how to fix this problem with IE 8 and Vista.
Microsoft will tell you that you need a hotfix installed on your exchange server, this is NOT TRUE!
Here is what you need to do:
Click "Tools" in the menu bar
Select "Internet Options"
Click Advanced settings tab
Click the "reset" button at the bottom of the advanced settings menu
Close Internet Explorer after the settings reset
Restart IE
On the IE 8 welcome page, click next
Select "do no turn on suggested sites", click next
Select "choose custom settings", click next
Chose your search provider, click next
Select "I don't want updates for search", click next
Select "Turn off all accelerators", click next
Select "Turn off smart screen filter", click next
Choose default browser, click next
Select "yes" for use compatability view updates
Click "Finish"
Then when you go to your Outlook Web Access account, Internet Explorer will ask you if you want to install the "MIME Edit binary behaviuor" add-on. DO NOT INSTALL THIS ADD-ON!!!
THIS IS THE ADD-ON THAT IS CAUSING ALL OF YOUR PROBLEMS, AND IT CANNOT BE PROPERLY DISABLED WITH THE ADD-ON MANAGER!!!! INTERNET EXPLORER WILL ASK YOU IF YOU WANT TO INSTALL THIS ADD-ON EVERY TIME YOU OPEN OUTLOOK WEB ACCESS, AND IF YOU INSTALL THIS ADD-ON, YOU WILL HAVE TO REPEAT THIS ENTIRE PROCESS TO GET YOUR EMAIL WORKING PROPERLY AGAIN!!!!
