That's Java. I think C# has const...
But hurrah for jEdit and the Code2HTML plugin!!! It'll even highlight c# or vb code.

I don't think it's possible to say that an OS is better than another. First of all, it is completely subjective. Second, there are so many points of comparison, and if one OS does one thing better, while the other does something else better, then no one OS is completely better than the other; they are just simply different.
