When you say powershell doesn't work, do you mean that it's not installed, or that it is installed but doesn't work?
See this thread over in Techoff.

Vista has telnet, it's just not installed by default anymore.
In the control panel, pick Turn Windows features on or off. From the list, scroll down and check Telnet Client. Click OK to install it. -
sweet thank you..

Do you mean SSH? There are several options, from Cygwin to ssh.com to a win32 build of OpenSSH.

I remember seeing a (non-secure) telnet service on windows xp pro, but it disappeared on vista.
If you want a SSHD on vista then you have to install cygwin. -
Telnet is in Vista but its not installed by default. You can install it from the Programs applet in control panel.
Edit: I'm blind. -
Check out Poderosa, if you haven't already done so.

I've installed and played with it for a while, and have to say that if you have to work with non-Japanese MBCS, the support is plain horrible.
The BBS that I used to go to uses Big5 character set, the ASCIIArt menu broke apart hopelessly... I'd say that although it's a Japanese Government funded project, don't they have provision to support other languages as well? :O
