I had this earlier today and it kept me from logging in to my MSMoney file. I tried pinging live.com and got nothing for a few minutes, then it came back up.
Overall, though, microsoft owned sites in general seem to be having an awful lot of connectivity issues as of late. This makes me think that they might be getting DDOSed. -

Mine works fine... but have you been noticing a few bugs in Live Messanger? All of my friends keeps "freezing up" and mine absolutely REFUSES to tell my friends "What im listening to". Also the "Mad Scientist" bg on mine is completely %$&£!?
