I know Gemini is ASP.NET and C#. It is free but I am not sure if it is OpenSource because their web site appears to be having trouble today.

Gemini has bugs that never get fixed and it isn't open source and only free under certain conditions.

Despite the previous poster's comments, I've found Gemini to be a perfect solution for a small group. It's feature-packed, has a slight learning curve, and runs out of the box. I don't feel like there are any show-stopping bugs in it - none that hampered my use anyway!
I'd install it again, in a heartbeat! -

I use MOSS 2007 for bug tracking. It takes some customization to get it how you want it, but it is very flexible.
