Is it safe to delete everything in this folder?
(assuming SP2 is working fine and you've deleted the uninstall folders anyway)
More important question - what is it there for?

I wouldn't .. the uninstall files can be deleted, no problem. But these files are used if you try and recover your system. If you try and do a conponent check/replace and that folder does not exist then it will ask you to insert a CD that simply doesn't exist (one which would contain those files). So it is up to you, if you end up with an unstable XP do you wnat to have to re-install from scratch?
[This has NOTHING to do with the 'System Restore' service]
How to *correctly remove the uninstallation files (including the Uninstall Add/Remove option)

The best way is to slipstream windows xp sp2 on a cd and then to install it from fresh
Then you have no such folders ... and a fresh installed system.

Thanks everyone for the advice - I will let them stay!
