Actually it's a satirical page.
Sad but true: there are plans by the german Federal Ministry of the Interior to use trojan software (they say, only against some kinds of crime and terrorism).

Thus giving safe passage to any VXer who creates something that fits the description of the mandated "safe" trojan. (Yes yes, I know it would be hard to do, but creating a guaranteed means to bypass protection is a huge carrot to dangle around.) -
