Actually it's a satirical page.

Sad but true: there are plans by the german Federal Ministry of the Interior to use trojan software (they say, only against some kinds of crime and terrorism).

This ins't anything new. The FBI have similar software.

Thus giving safe passage to any VXer who creates something that fits the description of the mandated "safe" trojan. (Yes yes, I know it would be hard to do, but creating a guaranteed means to bypass protection is a huge carrot to dangle around.)

I doubt seriously the ability of my government to write an effective trojan.

I did translate it myself, and they state they do plan to implement bugs... it should be a funny mockup anyway.
