I just turn back UAC to full after reading other threads. Am I safe from program changing my UAC? Meaning am I still protected like in Vista?
I am ok if program is changing my system when I click OK, but I don't want them to change my UAC at all time though. Is UAC purely protected no matter how I click OK in the prompts?

That was never the case. An elevated process can turn UAC off, in Vista and in Windows 7.

Ideally you should create a standard, non-administrator user account for yourself and log in with that
