Power Management can be setup to be a lot more broadly than that.

And if you must use a screensaver then I'd suggest using Blank. It won't eat CPU and will display the login screen.

15 minutes is a very long time for an unattended workstation to be left unlocked in a even vaguely secure environment. And the problem with Blank and/or turning off the monitor is that it can lead to support headaches from users who think there whole machine has turned off (yes I know how stupid that sounds, but believe me it happens).

Displaying a corporate logo is often preferable, the CPU impact is hardly worth worrying about and it's often also preferable from a branding POV.
