So MS has a shiny brand new campus in France! But still no dev teams...
Would anyone have any idea wether they plan to open R&D facilities in France?

Same in Belgium: they have sales and consulting teams, and evangelists that organize MSDN sessions and other events, but no active developers. I think it makes sense. Why would they need developers spread all over the world? What would be the advantages?

Because you can only hire so many good developers in each country. At some point you're just filling seats.

MS Belguim employed me for a 3 day gig. It was fun.

Only was a day trip, but 2 days prep creating a Silverlight security workshop from scratch.

It's quite understandable they don't have a dev team in France.
