My brother from another mother DJ Spooky is using Sonar which will run about $500 retail..
Sound Forge is also pretty high-end, but if you are looking to get started and need something more, ahem, economical you need not despair.
For simple beats and loops I use DirectMusic Producer which is free with the DirectX SDK:

Sony also has a free 8-track edition of Acid (Acid XPress) as well as a huge library of sample wav's and community contributed tracks:

But if you are feeling especially slothful, Rockstar Games has created a spiff little flash mixer, the Beaterator, with uploadable mp3 files, an effects board, pitch/bpm control, and 2-octave keyboard that functions right in the ole web browser. Once mixed, a file can be exported to mp3 and downloaded!

I love seeing creative people doing stuff with standard PCs. There's so much snobyness among musicians about the type of equipment/software/OS they use. I hope this site helps combat this attitude.
Sonar is nice stuff. I tried out Sonar 4 recently after hiving gotten used to version 3 and it's nice. They didn't mess it up like some companies do when they release a new version.
I' think I'm gonna try the demo of Abelton Live. The video on crossfader looked impressive.

FLStudio 5 foreve' foo'. My all time favourite music authoring tool.
It's not too expensive, and you get all the following versions for free if you purchase it online through their e-store. (That means you get FLStudio 6, 7, 8 ... For free.) Besides, it's a VST/i client, so you get loads of plugins for it.
Anyways, Crossfader is cool. I can't wait for more people to join in. That DJ Spooky fellow isn't too bad, I quite like his stuff.
