Runtime is approved, development tools are not?? what can you tell me?

I just read that good news. Hopefully ProModel will answer a 'contact us' request for information about this topic I left on their site...
I believe Silverlight is officially approved as a brower plug-in by the DoD. I hope that includes version 4, RIA, and EF...
I have a friend who may be yanking my chain saying "that doesn't mean the development tools for Silverlight are approved". Contractors don't develop on DoD machines anyway. What opinion do you have for this?

Silverlight 2.0 is approved as of June 20, 2008... I hope to learn about version 4, RIA, and EF...

It's kind of annoying how that kind of certification ends up being two versions behind. Hopefully by next summer you will be able to use it. That will be right about the time that v5 has got everybody salivating.

i would only look for the runtime beeing approved unless some goverment contract specified that the developer tools had to pass some test.
after all it's the app that gets sent to users not the developers laptops. Right?

That's my perspective, figuerres.
I learned today that Silverlight 3 & VS2008 R1 are currently approved...
Commonly held beliefs include one that SL4 & VS2010 will be deemed ok by end of the summer...
I've not heard back from msfdcc@microsoft.com - EDIT: I've now heard back -
"You will have to check with xyz, ...but many DoD agencies use those tools."
