Not sure I agree with this either. From my own experience, this 'industry' tends to handle issues relating to application support, hardware, in-house software, processes etc. I've worked on sites with thousands of PCs and I have rarely come across a problem that was down to the OS alone (though I reckon a lot of calls are down to IE6, which, by Microsoft's own definition, is part of the operating system).
