There could be other issues. Can you tell me what your system is, exactly? Basically, if Microsoft.Ink is not present on your system, you will be deemed ink-disabled (but this is just the most obvious of tests).
Do you have .NET 1.1 installed? You're using IE 6, right?

No Problem ^_^.
- Windows XP Tablet Edition SP2
- .NET 2.0
- Using Maxthon which is IE based, but normal IE 6.0 doesn't work either
- MS Tablet PC Platform SDK (Just installed today so it should be the latest)
Anything else needed?
