I have looked a few times and found that the only good ones cost money.
sure you can find a bunch of examples of code for iconeditors that are not finished...
but I have only seen one or two completd tools.
like the one I posted about before.

Command line, but it works fine.
Yawn, seen it. GUI version's crap too. And I don't recall ever getting it to work. -

Edit: there's also a GUI frontend, but I've never used it. -
They use Photoshop CS on Macintosh computers to make their icons, at least thats how they made the icons and visuals in Windows 95 and I doubt much has changed. They may now be using an beta version of Vista with Paint .NET
