It's similar in principle to the "Guilds" that we used to have here in England back in the Middle Ages that evildictaitor mentioned and is subject to similar problems. Slowly but surely it leads to a situation in which all the power to innovate in any given area ends up in the hands of the few, rather than the many. And ultimately that has the effect of holding back development overall.
