I don't see what is "broken".  What are you refering to as broken?

For some reason, bing.com thought I was using Metro IE (or IE 10 Preview on Win 7). I was actually using IE9 on Win 7. The main page was static (just an image of a frog), and when I did a search, the results came back on a Metro-looking page with a back button that didn't work and the Bing logo linking to a page that just rendered all-text gibberish.

Since it worked fine from Chrome, I figured it was a cookie issue. So I deleted the bing.com cookie in IE9, and now I see the frog video, and the results page looks normally.

Weird.
