I have a cellular modem installed on a netbook, I was able to load a driver off the internet. Now how do I invoke the UI for the dialer?

The only things there are wifi and ethernet. The device looks good in Device Manager. I have no idea how to troubleshoot this thing. It's like I've been dropped off in a foreign country and have to learn the langage. While exciting and interesting, it is also very challenging.

In the Network Centre there should be an option to create a new connection. In the wizard you can select dial up.
