My desktop is already a hot mess, and the size is fixed. The Start Menu can expand and scroll.

But my start menu is nice and organized. It's funny how programs when installed actually group their icons in nice organized folders.

You're fixing it wrong. It's a user feature that's unintuitive, ambiguous, and probably used by 1% of the user base.
