This statement makes absolutely no sense to me. Why would fixing a bug in an old piece of software get people to upgrade to new software? They could just upgrade to the new software and fix the issue without touching IE8.
IE8 will not be fixed. Period. End of story. If you want a fix then upgrade or switch to a different OS (for a ton of new issues).
