IE9 isn't "basically" the same.  Sure IE may keep shedding market share - at this point purely for fashion reasons, I'd argue its superior to anything else out there.

Chrome just doesn't have the perf for a lot of things - I've had to scale back CSS animations on websites lately because Chrome just crawls along.

Unfortunately IE is just hated - by people who haven't used it in 5 years.
