I know there are challenges in getting an app approved for the WP app store but I keep reading about really established developers getting excited about trying out Windows Phone development and being so tired of the whole process they really don't feel it's worth making another game for the OS.

Does it really need to be this hard? Is this just another example of Microsoft being too big and clumsy?

What that article is talking about is Xbox game licensing problems, not WP app store certification. Two different topics.

I have two apps on the WP app store (WP7 apps) and I didn't have any problems with Microsoft getting them approved and I'm a nobody.
It actually was fairly smooth. My only beef is I wish their apps sales and ad revenue poured into the same account instead of maintaining separate accounts, with different minimum payment reserves, totally different management sites, etc.
