There are a few ways to do this, first, set standards with hardware providers. Android turned out to be a mess in UI. Different Droid models out there and they all have different user interfaces, not good. Make it possible to run Droid and iPhone apps on Windows Phone 7 handsets. Just some ideas.

Another way to do it is actually release it with the full feature set, like a music and video store, XBox Live Support, and an application marketplace.

My idea to make Windows 7 phone more competitive is the following:
Microsoft already has a relationship with Bizspark partner businesses. There is some trust there.
So why not make them an offer? Those Bizspark businesses that already have an Android or iPhone application or that are making one get a $10,000 per developer subsidy to ease the burden of developing for such an unpopular platform as Windows 7 mobile.
If they are building games, they get an extra $10,000 subsidy per developer to purchase level editors, sprite editors and other tools that Microsoft does not offer them for free.
A co-op program if you will. The cash is payable upon delivery except for the tools cash which is payable upon signup, and the contract is air tight so that Microsoft corporation can not get out of paying through some legal BS loophole.So business X has 5 mobile game developers. They would get $50,000 cash for a non-MS tools subsidy, then $50,000 cash upon delivery of the mobile game to the Windows 7 mobile store.
Just like cashback, this is all tax deductible, so why not?
MS is just going to blow the money on another Powerset.com any how if it's not used to promote their actual products.
The promotion should be available to US businesses ONLY. This promotion has to be kept REALZ.

That's the core of WinPh7 from the begining. Standard much more restricted hardware spec, down to screen ratio and such. And no UI customization since WinMo6 is UI is a mess.
Anyway, for me, #1 suggestion. Make enough freaking ads. I see Apple ads on the street everywhere. I see it on TV all the time. I see Google ads a lot on the web. I see Android ads everywhere too, on street and on TV. But, WinPh or WinMo? Never seen an ad of it.
