I saw this video in 2012 - the article says they hoped to get something into production by the end of the year. Where is it now?

Ho Hum.
That article underestimates the efficiency of the conventional combustion engine.
This engine design was a featured article at Watts Up With That, two years ago:

UPDATE: Ian, I just noticed, that article is 2 years old. That's quite a shock wave. /sarc
If your theoretical engine design doesn't basically cure cancer it won't get DARPA funding.
This looks exactly like a DARPA-fundable project...if they can build vehicles that go 200-300% farther on a tank of gas. This is something I can see having a military-first application. Even if it start with something simple like generators.
