A (much) lighter shade of gray. That's the case in the beta and apparently also in the RC, judging from the pictures in the announcement blog post.

So when they announced the background was changed to a lighter shade of grey, they are setting disabled icons are a lighter shade of grey, but enabled icons stay their current state of grey. Got it.
