It sounds more like an effort to try and pull some of the big name apps to invest in a Blackberry version to avoid having a platform with nothing worth having on it.

I have had the SDK for the PlayBook 2.0 (QNX) for over 6 months, so this isn't exactly new. BB10 is the port more or less of QNX to the phone devices.

I have to say that I am impressed with the new stuff for the phone. Example here:
