Oh, Silverlight is a 'plugin', a plugin need to be compatible with more hosts, so a 64bit version is necessary, bloated or not.

On the other hand, Visual Studio is an ecosystem, it need to be compatible with more 'plugins', even itself is assembled by lots of plugins, so having a 64bit version of shell means much more work for internal teams and external partners, different story.

You might be wondering why I was so quiet during the home stretch. I'm afraid my perspective on the VS RC and RTM milestones was an outsider's.  The Beta 2 push was my last major hands-on involvement with the product; probably the simplest diagnosis is that I burned myself out at that point.  In any case I took a vacation after that Beta with the goal of returning to find a new challenge.
