My boss says nothing beats Powerbuilder's datawindow so I guess Powerbuilder for the win...

Definitely Powerbuilder. I can't tell you how often my code requires the ability for an end user to have full CRUD access to my database.
You should all be living in the cloud anyway.

If you are primarily building data/CRUD apps like the ones with DataWindow, you should look at Visual Studio LightSwitch http://msdn.microsoft.com/en-us/library/ff851953.aspx.
