At first glance I thought it was a 9x9 Sudoko grid, but there are only 14 places filled by 8 different characters, whereas 9x9 Sudoko requires 16 places filled with 9 different characters.
This is impossible to solve without another clue.

The message probably is encrypted with character substution and etc. So, you have to solve it and decrypt, which is basically impossible.

Doesn't the rule of Sudoku disallow the same 'number/character' appear in the same row and column?
