I don't know if IE10 works the same as IE9 (I'm not running Win8) but with IE9 I found the better solution to be disabling all of the compatibility options, and in particular, disable the 'Use list from Microsoft' option, as they always seem to force the browser into the wrong mode.

I don't want to do this, my son does. He's looking at buying a new laptop, with Windows 8,  but he wants to go to IE8.

If he wants the web to be useful and enjoyable, don't move backwards. If he wants his browser to be identified as Internet Explorer 8, he can change the Browser Mode by pressing F12. It will, by default, be in Internet Explorer 10, but he can easily change it to 8. This will modify the userAgent string provided by the browser, as well as much of its behavior.

What problem is he trying to achieve. Downgrading to IE8 is a means to and end, not an end in itself. Instead of trying to fix the problem of how to downgrade to IE8, what problem is he trying to solve in the first place, since downgrading IE is almost certainly the wrong solution for the problem he's facing.

I couldn't find it in my IE10 settings. Do you have a clear instruction for it? Maybe I just don't know where it is. Thank you.

IE8??? Not IE9??? Head explode.

Well, if he wants IE7, I would consider him trolling because it is the only version that doesn't know how to do box-sizing: border-box, which is essential for pure percentage based responsive web design.

From my son's point of view, there is a problem with IE10. There's a problem with IE9 for that matter, from his point of view. You see what he wants is to have between 40 and 50 or more tabs automatically open whenever he gets into IE. He's found that IE9 restricts the number of tabs he can have opened at once to something less than 40 (I think it is). Certainly IE10 restricts the number to something less than 40. I typically have 1 to 3 tabs open at once. Sometimes when I'm in a hurry I might open up to about 10, but that's it, and that's not for long. My son, on the other hand, always has a boat load of tabs open in IE. IE8 gives him that flexibility.

Aside for that, I have no complaints - it's extremely fast and I generally have no problems with the  interface.  But man, that font rendering is a huge stumbling block.
