Are there any apps for Windows RT that let you control a Windows 8 PC? I want to launch apps on a Windows 8 PC but not log the user out. Preferably without needing them to send a request every time.

You can try using various remote support tools such as logmeinrescue, gosupportnow, GoToMyPC etc. in order to establish remote connection between Windows 8 PC and other computer. Alternatively, you may even consider deploying on premise remote support appliances installed such as RHUB appliances in order to remotely access computers.
