I've noticed that the RSS feeds on my XP SP3 + IE8 box won't update unless I'm logged into C9. They appear as grayed out in the Favorites Bar. Has anyone else seen this? As soon as I actually visit a page on C9, the feeds update fine for the rest of the day.

I second that. It seems like the feeds require login wich is absurd.
