When IE7 can not find a a site it opens the startpage instead. I find this very annoying, since this causes extra useless traffic, I'd rather see a error message (404 or whatever) like in any other browser (including ie6). What can I do?

IE7 (and 6, as I recall) both run a search for a web address if it's not found and it's not (1) a link from another page or (2) prefixed with http://.
I've never had it open my start page when it can't find a site. It just gives me "This page could not be displayed" like IE always has. -
If I type kjsdkdjfg.de into the adress bar of IE7 it opens www.google.de (wich happens to be my startpage) without any search string.

IE redirects to your default search provider providing the ill url as the search criteria. I think the design process here was giving them something rather than nothing is a better design. I am quite sure your network isn't choking on the few kb unless your on dial up. Which in that case join the broadband generation:)
Of course you would get a 404 error if you gave a valid domain but an invalid URL for that domain.

Yes, my ie7 searchbar bar works fine. This URL http://www.live.com/reallysucks redirects me to google.de (plain page without any search strings) My standard search provider is live.com.

Are you running any browser add-ons? Try starting IE without add-ons (via right-click on the IE icon or the link in Accessories/System Tools).
This is definitely not normal behavior.
