i plan on having 2 servers, one live and another as a backup. i know that for sql 2005 standard you can have a single license on both servers.
is it possible to do the same with windows 2003 standard edition?
can i install sql 2005 standard on windows 2003 web edition?
can i configure high availability/high protection mirror with one sql 2005 standard and one sql express?

Why backup? Have them running in redundancy mode instead.

No. WS2003WE is meant to be a member server in a webfarm, it's only meant to drive-down the costs of a high-availablity webfarm (since it's cheaper than buying dozens of Std or Ent licenses) at the expense of running other server apps on there.

No. Express is limited to one database per server instance, and I think there's some difference in how replication works too.

News to me, Since when? What's your source?
If you run SQL in an active/passive cluster where the passive machine is truely passive then you do not need a second license. It's been like this since at least SQL2k
