No, they wouldn't. But they may do
The Designer executes the control's constructor, but nothing else. If you add the tabs in the constructor (in your own *.cs, rather than the *.designer.cs files) then they will appear. But make sure you don't do anything expensive or anything requiring dependencies in the constructor otherwise the Designer might throw a wobbly and not display it at all.
