I had the same issue but succeed with the below commands  a while back.

From Start-->Run

c:\windows\syswow64\Windowspowershell\v1.0\powershell_ise.exe

if you have errors in the scripts try to set privileges

Set-ExecutionPolicy Unrestricted -Scope CurrentUser
