I don't belive so, the decryption key is only available when the user's hive is loaded and Windows would not normally do that as part of a connection to a network share (and forcing it somehow would likely lead to exciting issues if the user subsequently attempts to log in locally).
If the aim is to prevent casual browing of files by another Administrative user, it should be possible by tightening the ACLs on the folder. If the aim is to completely prevent another Administrator from ever reading the files then you're fighting a losing battle since there are plenty of ways and means of circumventing the system if you have Administrator access, should you wish to.
