I had this problem months ago and they finally told me it was my ISP. The ISP put in new optical cable and this sites silverlight still will no stream correctly BUT HTML5 now works perfectly.

Here at ch9 they were using silverlight variable data rate steaming before it worked correctly and talked about being on the cutting edge, but there isn't a reason to do that here. enogh said (by me)
conclusion: HTML5 may someday replace SL video, but not yet.
will HTML5 video be ready before the plug-inless metro IE10?
Will HTML5 support variable data rates?

@Duncanma: I tried firefox 4.0 on the URL below, with the same results.
failed to finish downloading after a few minutes of SLOW.
Nothing new from my ISP yet.
@chrisnz & Snixtor: IE9 tells me it will only take 6hr 14min to download the link chris posted.
I'm too old to wait that long!
Out of all the people with this problem only a small % say any thing here. Dosen't it seem odd that so many of us have the same symptoms "We can play video from every other source on the web but not channel 9"? (mscdn) If all of our ISP are at fault, that means there is a whole bunch of ISP that are only hamppering MS content! Wide spread very specific accidents by ISP just dosen't add up to me. You?
