You can download those bits off of http://technet.microsoft.com/en-us/office/bb267356.aspx
This gives you Speech Sever and more!

We have the MSS 2007 (beta) Developer edition which allows you to develop on your laptop/workstation. The development is supported on Windows XP and Windows Server 2003 Std/Ent. You will need Visual Studio 2005 with Windows workflow foundation installed.
Once developed, you can deploy and test your speech application from the same machine(by either calling the server with a Softphone/Actual phone, or use the integrated debugger with just a mic and a headset). We have enabled the use of 2 ports on Dev edition. So in essence, it will behave exactly like the Server with port limitations.

Yes! Speech Server is indeed able to understand all the dialects. We also have a diffrent language pack to handle UK English.

Jun 29, 2006 at 8:29 AMThe beta program is now closed for public (Over subscriptions). However, if you are still interested we have the JumpStart program which is targeted at ISVs and MSFT Partners.
