If you want to install Max on non Windows XP English machines you can do the following:
1. Open Regedit
2. Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\Language
3. Change the values of the keys "Default" and "InstallLanguage" to 0409
4. Reboot
5. Install Microsoft MAX
6. Undo the modifications you did in step 3
7. Reboot
